Mikhail Delyagin: Economic policy is outdated and requires revision

The current situation in the economy is not merely a crisis but an occurrence of the crisis, the Russian economist, publicist and politician, Director of the Institute of globalization problems Mikhail Delyagin states. On the eve of the Moscow economic forum, which will be held on 25-26 March 2015, Mikhail Delyagin shared his thoughts about overcoming the economic difficulties this year.

"All the trouble are really just beginning. This year we will be very lucky, if the economic downturn will be 5%, the investment downturn – 6%. It will be nice if industrial growth remains at least miserable, at least a fraction of a percent; if real incomes of population fall by just 6%, and inflation does not exceed 15%," – the economist says. However, he forecasts, all these indicators are likely to be less optimistic.

"The main reason for this situation is inadequate socio-economic policy of the Russian leadership, which in 2010-s implements the policy like in 90-ies, that was already outdated at that time. I will not talk about global changes due to the crisis, but the gap of economic relations with the West and a partial shift to the East is a controversial phenomenon. I guess, it is a result of conscious and deliberate policy of the West," – Mikhail Delyagin said.

While answering the question what measures the government need to take to cope with economic difficulties, Mikhail Delyagin noted that the activity scope of the present government requires these persons to resign and to give themselves up to the nearest branch of the Investigative Committee or even to the Investigative Department of the FSB.

"The next government should organize infrastructure. For this purpose it is necessary to implement standard measures to prevent corruption, to limit the arbitrariness of monopolies and speculative investment activity and to impose reasonable protectionism at least at the European level", - the economist said.

At the same time, Mikhail Delyagin emphasized, that the citizens of the Russian Federation must be guaranteed a protection of their fundamental right - the right to life and a subsistence minimum, differentiated by a place of residence. "There is nothing complicated in these actions, but they will radically change the socio-economic situation in Russia. However, the current government fundamentally ignores it," – the Director of the Institute of globalization problems noted.

To change the structure of the economy, to create socio-economic mechanisms for the advancement of material production and human potential of Russia is the work of experts of the Moscow economic forum, who in March will be engaged in generation and discussion of the proposals.
