Theme: "Program of the crisis overcoming. Who and what should do?"

The section of the Moscow Economic Forum "Program of the crisis overcoming. Who and what should do?" was held in the Chamber of Commerce and Industry of the Russian.

The event was attended by the President of the Industrial Union "New Commonwealth" and the Association "Rosagromash" Konstantin Babkin, First Deputy Chairman of the State Duma Committee on industry Vladimir Gutenev, First Deputy Chairman of the State Duma Committee on budget and taxes Oksana Dmitrieva, the Director of the Institute of globalization problems Mikhail Delyagin, the Advisor of the Russian President Sergey Glaziev and many others.

Section speakers agreed that the governmental anti-crisis plan does not anticipate change of the economic model, does not solve the problem of commodity dependence and does not stimulate economic growth.

It is obvious that a radical reduction of the key rate of the Central Bank of Russia, increase of credits availability for industry and agriculture, reduction of the tax burden, support of Russian products export, abolition of the tax maneuver and reduction of domestic energy prices will allow not only to overcome the crisis, but also to run the mechanisms of economic development.

Advisor of the Russian Presidential Sergey Glazyev noted in his speech that the current crisis is purely of a man-made nature and suggested a number of measures contributing to the saturation of the economy with “long-term” money. First of all, according to Glazyev, it is necessary to block the illegal outflow of capital, to impose a tax on withdrawal money from the country and to restore order on the stopped exchange that played an important role in the rise of the rouble.

First Deputy Chairman of the State Duma Committee on budget and taxes Oksana Dmitrieva analyzed 60 points of the governmental anti-crisis plan, only 18 points of which have at least some financial value, and only 2 points are devoted to support of the economy sectors.

The Vice-President of the Chamber of Commerce and Industry of the Russian Federation Dmitriy Nikolaevich Kurochkin suggested to focus on the real sector and finally "to move from words to actions", namely to address the problems of import substitution systematically.

According to Mr. Kurochkin, the current financial state support should be directed towards the expansion of lending in certain priorities in the economy, but not to words the increase of the reserves of banks' loan portfolios, it is necessary to impose restrictions on the maximum margin on loans granted by banks, and funds allocated to them in the frameworks of the state, and also to form a control system of using the selected low rate credit resources, and to impose a moratorium on banks to change in current credit conditions.

The President of "New Commonwealth", co-chair of MEF Konstantin Anatolievich Babkin expressed a point of view that the main idea of the governmental anti-crisis plan is "Now we will give money, we will survive for two years, the oil prices will rise after two years, and we will continue to live as we did before." Konstantin Babkin believes that it is necessary to take this opportunity to reconsider the priorities of the economic policy, to put the development of production at the forefront, because a country that has a high technological development, technological power, can politically influence its neighbours, or even how America does it, distant countries.
