The Government are ready to widen the support of the Russian machine-builders: after the state support of the automobile industry, agricultural machinery and machine tool state subsidy of 10% of the price of the goods offered to give virtually all producers of means of production - from the machines and turbines to the lifts and trailers. The Ministry of Industry and Trade posted on regulation.gov.ru draft resolution, which proposes to compensate Russian companies from the federal budget the costs for "production and realization of the means of production." The list of products falling under the subsidy is very wide: there are production of energy and mining mechanical engineering, machine tools, combine harvesters, trailers, road construction machinery, elevators, etc. It is proposed to refund 10% of the selling price of products, but set each unit limit.. subsidy - depending on the range of 100 thousand, 200 thousand and 500 thousand rubles. The explanatory memorandum states that subsidies will lead to an increase in demand for domestic capital goods.
The Ministry of Industry and the Ministry of Economy explained to "Kommersant" that the volume and sources of financing for grants is supposed to clarify after the first half of 2016 (the Ministry of Economy do not have project itself). Subsidies in the project are invited to enter into the sub-program "Development of the production of means of production" of the state program "The development of industry and increasing its competitiveness." The budget for 2016 was allocated to the subroutine 1.54 billion rubles., But such subsidies are not fixed in it. The sources of "Kommersant" report that the subsidies was originally developed by the Ministry of Industry for the machine tool, and argue that the money for it will be there.
Sources of "Kommersant" in the industry appreciated the idea of state ambiguously. Some of them (mainly in companies that produce more expensive products) note that the maximum subsidy was "absolutely insignificant" in the background of the price of goods, and, given the bureaucratic difficulties, it is "easier to do nothing." The Association of agricultural producers "Rosagromash", on the other hand, satisfied the proposed measure. The head of the association Eugene Korchevoi notes that even a small discount makes the products more attractive. Furthermore, he argues with the position of the buyer, with devaluation 10% discount on domestic machines is an extra incentive to make a choice in their favor. Acting General Director of "Stankoprom" (included in "Rostec") Dmitry Kosov said that such government support is particularly relevant in a credit crunch, and emphasizes that it is necessary to extend the validity of the decision until 2019 and to increase the subsidies of up to 20%.
With a similar scheme the state is already supporting agricultural producers, but there is a discount up to 20-25%. In 2016, these subsidies are allocated almost 10 billion rubles - 1.86 billion rubles from budget and 8 billion rubles of the anti-crisis fund. In the agricultural machinery, which fell in the draft resolution, before state support is not extended. In the machine tool industry in 2016 is promised 2.7 billion rubles., Which will be communicated to the industry through the Industrial Development Fund and "Rostec". According to "Kommersant", the state support offered to raise up to 10 billion rubles, but this amount has not yet been able to agree in the framework of anti-crisis plan.
