Search and implementation of ways to increase the efficiency of the domestic agro-industrial complex is one of the main challenges facing the country's economy. The priority should be the actions of macroeconomic order relating to pricing, credit and financial policy and to support of agriculture. It is obvious that the focus of agricultural policy should be based on the need for sustainable and effective functioning of the agricultural sector in order to meet the needs of the population in its production, high labor motivation of its employees, the development of rural areas. At the same time the agricultural sector should be seen not only from the standpoint of production, but also as a complex multi-faceted system that performs a range of economic problems: the demographic, labor resource, ecological, environmental and others.

March 23 at the fourth Moscow Economic Forum conference "Russian agroindustrial complex: state and development trends" was held, which participants tried to identify points of potential growth for the effectiveness of the domestic agro-industrial complex - one of the main challenges now facing the country's economy. The agricultural sector, in this case, considered not only from the standpoint of production, but also as a complex multi-faceted system that performs spectrum of economic problems: the demographic, labor resource, ecological, environmental and others.

The moderators of the conference were the director of the All-Russian Research Institute of Agricultural Economics, Academician Ivan Ushachёv and director of "State farm named after Lenin" Pavel Grudinin. The latter, opening the debate, drew attention to the state of deep crisis, in which the agriculture in Russia is, since it is not modernized production, the country is in the process according to almost all indicators, but the purchasing power of the population has fallen so low that it makes no sense to make high quality production .

Grudinin said, that the cost of quality goods is such that a substantial portion of the population simply can not afford to pay for such a product, so it replaced by the fake. "How do you not cool, you can only produce a kilo of cheese from 10 liters of milk, and if 10 liters of milk costs at least 200 rubles, than the cheese can not cost less than 400, considering the taxes, fees that are now introduced, and all other components cost - the farmer said.

No less important problems of agriculture, in his opinion, are the lack of investment in the processing industry, high-quality training and high taxes. Grudinin cited data of the Dairy Union, which estimated that the introduction of the "Plato" will cost an amount equal to the entire state support of dairy industry for the year, and pointed out the contradiction in the actions of the authorities, on the one hand, calling conventionel high-quality low-cost products, on the other hand, increases its cost price. "As a result, the rich get richer and the poor - poorer. Agriculture degrades completely. It is necessary to change economic policy ", - concluded the conference moderator.

On the implementation of the food security strategy told the head of the department of agrarian policy and forecasting of All-Russian Institute of Agricultural Economics, Vyacheslav Chekalin.

He stated that the implementation of the food security objectives to be linked to the integration of Russia into the Eurasian Economic Union, should also be targeted to expand the list of products for which there is control of the implementation of this doctrine. "It is important that the doctrine should protect not only the producers, but also consumers of agricultural products", - the speaker said.

Traditionally striking was the speech of the head of the farm "Galkinskoe" Vasily Melnichenko. The businessman noted the growing crisis in agriculture: the government did not take part in the development of rural areas, including those in manufacturing, are not responsible for unemployment. Melnichenko called for the local self-government - the basis of the development of territories and the establishment of the state in general, but now the population is for the most part refused to participate in the formation of his government. "All power of the Russian Federation belongs to its people. This is the only source of power. Let's use it and will do. This is the first thing that I suggest, "- the farmer said.

At the end of his speech Melnichenko suggested naming 26 economists who - quote - "put an enema ailing economy." According to him, there are no another way.

Necessary steps for the development of the Russian agro-industrial complex named member of "Independent Association of Russian scientists," Academician Andrei Shutov. According to him, it is necessary to improve the production of seed harvesting, restore the destroyed seed growing at the state level and to ensure human and animal protein.

Conference participants noted that many problems in the modern agricultural sector of the country is due to imperfections in the Russian agricultural policy, so it is indispensable to complete the reform of agricultural policy. Changes should be an increase in predictability, easing the administrative burden and government intervention.

The result of the conference summarized the moderator Ivan Ushachev. He stressed that Russia needs to have a strategy for socio-economic development of the agricultural sector, in which more modernized agricultural policy should be reflected. Also it requires the solution of the problem of state regulation of agricultural markets. Another priority is to improve the profitability of producers, summed Ushachev.
