March 23 at the fourth Moscow Economic Forum conference "Innovative development of Russia: the imperatives and alternatives" (Twenty-second Drukerovsky reading), whose members are focused on finding innovative breakthrough options and discussed the barriers to innovation. Discussion was moderated by Head of the Laboratory of the Institute of Control Sciences RAS Robert Nizhegorodtsev. Opening the discussion, the moderator noted that the list of possible economic measures has already been formed, and the conference objective is understanding what tools and in what order you want to apply.

Robert Nizhegorodtsev urged panelists to look at the root causes of the current crisis - namely, the debt crisis in developed countries. The developed countries and not developing, and "third" world, as it has always been, are now at the economic decline. "If we take the last 10 years and the top ten developed countries in the world (by GDP per capita), we find that their national debt over the last 10 years it is growing exponentially," - the scientist said .

According to him, on the economic decline says the abundance of all kinds of regulations, which are adopted at different levels, which suggests a certain belief in the superiority of formal institutions over informal. The problem Nizhegorodtsev sees is that the world trade fades, the rate of turnover in the real sector are lagging behind the pace of global GDP growth, in these conditions, fading of world trade is the trend of recent years. Moderator of the discussion concluded that in such circumstances, some countries are naturally looking for ways not to meet its trade obligations, not to open markets for some products and goods - hence the origin of such a restrictive economic measures, such as sanctions.

"In this situation, you need to understand what are the constants for our development, which must be done in economic policy, including in terms of innovation development, and where there are alternatives, forks and you can go on different paths in dealing with various problems" - the speaker of the MEF said.

On the possibilities of innovation development of small businesses said Vyacheslav Sirotin, professor of the Faculty of Economic Sciences of the Higher School of Economics. He noted that it is an innovative small businesses are inherently more susceptible to innovate and make them easier to produce and put into practice. Therefore, it is small businesses should be at the heart of innovative activity of the state. But the primary in this policy should be that innovation, because, if you start with the development of small business, it will not be successful and will not be able to compete with the traditional areas of large business, conference participant stressed.

Natalia Simchenko, professor of the Crimean Federal University presented examples of innovative practices in the field of regulation of employment on the example of the Republic of Crimea. According to her, the most important area of institutional control are issues of long-term and medium-term planning needs of the real sector of the economy in frames, because the strain on the labor market, existing in the Crimea, are the result of the policy pursued earlier.

The panelists agreed with the statement that Russia is going to have a large-scale breakthrough innovation, and presented their vision of the innovative development of the country. Moderator of discussion once again drew attention to the problem of insufficient elaboration of the theory and its differences with the actual practices. "Difficulties arise when theory is in captivity of certain myths and misconceptions, and it gives the wrong outlook on life, the wrong things at the same time proudly referred to as a specific doctrine. In some cases, even the mainstream offers us such things, obviously illusory, according to mythological ones that do not exist in real life. True story - it is different, "- said Robert Nizhegorodtsev.

MEF speaker cited the example of the concept of equilibrium of the economic system, whose existence is not confirmed in reality: there are macrosystems found in the inflation gap - an economy of scarcity. The general price level, according to the conference participants in such systems is below the equilibrium, respectively, it is undervalued resources. There are opposing them macrosystems located in the recessionary gap, in which the general price level is fixed at a point above the equilibrium level. As regards Russia as a macrosystem, it continues to divide the state of inflation and aggregate demand continues to outstrip aggregate supply, concluded the participants of the conference.
