Russian realities, reflected in the socio-economic indicators and the regulatory framework, suggest that, contrary to the norm of the Constitution, Russia is moving along the path of dismantling the welfare state. Providing crisis after crisis, at the next historical fork , country chooses a course, aggravating the socio-economic backwardness. The socio-economic policy of the state is often focused on the management of partial indicators of the level and quality of life of the population, there is no comprehensive (system) approach aimed at the formation of living of peoples of Russia, improving the overall quality of the country's population.

Crisis after crisis Russia is at a crossroads, but the policy carried out increases the gap in economic and social spheres. The government is guided only by partial indicators of the standard of living of the population, which can not give a complete picture. The development of an integrated approach for the formation of a positive image of the population, regional specificity - these and other topics were discussed on March 23, 2016 at the conference "From the quality of life to the quality of the population" within the framework of the Moscow Economic Forum.

Under the guidance of a leading researcher of ISESP RAS Eugene Morgunov participants of the event were trying to answer one of the key issues: how a modern public administration corresponds to an ongoing course in social policy.

During the discussion it was noted that the main obstacles to social and economic growth are the absence of an expert approach in this area, the specifics of Russia's regions, the lack of understanding of the development of the population, based solely on the quality of life that does not allow a detailed analysis of the image of the life of nations.

Some of the results of research that Russian Public Opinion Research Center regularly holds, were presented by Elena Mikhailova, a candidate of sociological sciences, the head of the quality control of projects Remarket Russian Public Opinion Research Center (VTsIOM). "The research we conduct on nationwide sample polled 1,600 respondents in all regions of Russia, in 42 regions. And every week we are trying to identify - where there have been changes, and how the social well-being changed", - said Elena Mikhailova. It was found that the main issues of concern to the majority of Russians - the economy, high inflation, low salaries. In second place are the problems associated with social policy and health, 55% of the population stated that it feels the impact of the crisis.

Guzel Ulumbekova, MD, chairman of the board of the Association of Medical Societies of quality medical care and education, called health care еру recipe from poverty . According to experts, at present the state of health of Russians is unsatisfactory. The main indicator - the expected continuation of life and the health system in the Russian Federation, nearly seven years lower than in the new EU countries: Czech Republic, Hungary, Poland, Slovakia, which are at the same level of economic development as Russia. "Human health depends on the health system. If we want to have a target in life expectancy in '74 and corresponding crude death rate of 11.3 per 1,000 population, government spending should reach 5% of GDP, increased by 1.4 times compared to the present day, in comparable prices " - said Guzel Ulumbekova. To improve the health of Russians it is necessary to solve some fundamental problems: improve the quality and safety of care, accelerate the inflow of personnel into the industry, to increase wages to medical workers, as well as to inter-agency program on healthy lifestyle and develop a health strategy.

Irina Soboleva, PhD, Head of the Center of employment policies and social and labor relations Institute of Economics, presented a report on the quality of working life in the small businesses in Moscow. As the expert said, at the time of the study, January 2015, people who are employed in small businesses were satisfied with the quality of work and wages. However, there are violations on the part of employers: unpaid sick leave, vacation, decree. There are also difficulties with the registration of a job - 20% are oral agreement. "In the case of informal employment without an employment contract wages will not be legal. This means the deprivation of social contributions and access to social security, pension accruals. small business sector is characterized by the fact that there are not many things are related to the way required by law, and with the way agreed by the parties ", Irina Soboleva said.
