The debate was held in the framework of the conference, entitled "Science and education in Russia: anti-crisis strategy." Experts discussed the situation in education and science in the XXI century, the strategy of revival of science, educational policy and legislation, and more. The main issue facing the speakers was: "How to make education accessible to everyone, because it is the main condition of Russia's move to the" knowledge society "?

The view was expressed that education in Russia today, as the economy, is in a state of crisis. Measures undertaken by the Government does not lead to improvement of the situation, but on the contrary, have a devastating effect. Moreover, they threaten the loss of a significant part of the intellectual and human potential of the country.

The experts point out a budget savings to industry - level of education funding in the penultimate Russia from the developed countries as the main problem. According to the speakers, it is extremely difficult to carry out a complete redesign for such expenses. It follows another "headache" - a massive bureaucracy of the Russian education. Teachers in the schools, as well as dozens of years ago, are spending an enormous amount of time on paperwork what bears irreparable harm, and especially to the children. From the rostrum of sound criticism of the Education Act, adopted in 2012: "The objectives are not defined, highlights, - said Natalia Yakovleva, a freelance researcher at the Institute of the new industrial development named after S.Y. Witte - that determine education policy in the country, no local people look and do not understand anything."

With concern about the education reforms discussed by representatives of trade union organizations. While global trends aimed at expanding of educational programs, the narrowing occurs in Russia. Not only teachers, but also scientists interpret into the contractual system. The principles of unity of command for the scientific organizations are destructive, they create a tremendous tool of administrative pressure, therefore, sounded in the hall, it is necessary to revive the status of the teacher, who can oppose their views in advance.

At the conference, colleagues shared their experience of foreign travel. As the main features of the European and Western systems of education, noted the low level of bureaucracy, from which in Russia, judging by the mood that reigned in the room, is suffering most of the scientific community and educators.
