The regional authorities have not exercised their right to establish additional benefits for the business, which could help the development of small business and industry.

This was stated on the Central Russia Forum in Kursk, noting that there are a number of other provisions to strengthen the areas of the economy. In particular, the authorities should think about non-tax burden on business. Often, it becomes too heavy. In general, experts named three factors for the formation of a strong high-tech economy: the availability of information, clear legislation and a belief in the possibility of the creation of competitive enterprises.

The legal framework on which the industry, construction, agriculture and other sectors works, should be focused on comprehensive support of investors, sobelieve the business community. Some of the benefits for the real economy are established in the regions, which make it possible to reduce the same tax burden to a minimum. However, according to entrepreneurs, it does not bring the expected result. Confirmation of this thesis sounded from the lips of the president of the Chamber of Commerce of the Russian Federation Sergey Katyrin.

- For those who work under the simplified system of taxation, the rate can be reduced from six to one percent, and regions legislative has the right to do so - recalled the head of the Chamber of Commerce. - However, only 22 of the 85 subjects took advantage of this opportunity. The municipalities have the right to reduce the rate of the single tax on imputed income from 15 to 7.5 percent, but only some did it. Why? The motivation at the regional and municipal authorities to ensure that this is done, in fact, has not been formed. We understand how strained budgets in the subjects with a large number of social obligations. Therefore, the field is simply not profitable to lose some revenue to the treasury.

This is primarily presses the small business. And its acronym in regions called the logical and, alas, predictable in recent years. It is interesting that, despite claims by the creation of favorable conditions for the sector, the number of unplanned inspections in the past year exceeded 1.18 million, while the plan was listed 824,000. And although the share of small business in GDP is growing every year, now, according to experts, it accounts for only 21 percent. For example, in Japan, the figure is three times higher.

However, most analysts believe that this sector is now not only guarantee social stability, but also often plays an important role in the development of high-tech industry. It is entrepreneurs who tend to provide after-sales service of large companies. And as soon as this segment is shrinking, investors are forced to increase the cost and in parallel with the establishment of production and service to solve more questions.

Listed nowhere

There is also a common problem for small and large businesses. It is so-called non-tax payments. As a rule, any businesses have to spend money on water treatment, waste management and other services. It turned out that across the country this sum is comparable to one per cent of GDP. Sergey Katyrin noted that at the federal level of expenditure items have counted more than 50, but do not forget about the regional characteristics. In some regions such payments are more than 70.

- We must create a special register, - said the President of Chamber of Commerce. - So that deputies discussing the introduction of new charges in the regions could submit a list of those that are already there.

In general, the availability of such information - on the tax burden, the benefits and the amendments to the legislation - business representatives called almost the main factor for successful development. Vladimir Borgardt Head of Industry Development Fund's regional policy department cited the example of a unique measure of state - the conclusion special contracts. For this purpose, there are certain conditions, they are secured documents, but not all of them are known, and therefore not in use. In addition, the development of new industries will slow down while the foreign investors, analyzing the prospects for their own projects, ask regional officials for information.

- Authorities should not do this, - said Vladimir Borgardt. - After recommending to do something, they need to ensure success, but it all depends on the region. Therefore, the Ministry of Industry will soon accumulate all the necessary information.


It is interesting that the representatives of both business and government agreed that at the federal level there is a need for some database, as measures of state support, and for those who use it.

On the one hand, this suggests a comfortable environment for business - in all existing barriers, on the other - face self-isolation of the Russian industry and agriculture, and as a consequence, a fall in quality.

- To support not only import duties but also the reasonable cost of transportation, raw material resources. All economic policy should be "sharpened" to the success of these enterprises, - he said. - First of all, we should not make projections for the future, but help those who are working now.

However, some experts have explained the existence of barriers to business ... with psychology. According to them, the main problem for the development of the economy is still the stereotype that the Russian people are not able or do not want to work, and all projects are almost doomed to failure. But practice shows that this is not true. Konstantin Babkin gave the example of pork producers. With the current cost of credit, electricity and other resources they have already proven their competitiveness by stating its readiness to export products. So now it is important not to lose these industries and already under them and adjust the policy of the Central Bank, and the conditions of membership in the WTO.
