Two weeks before the elections to the Duma the government worried: more and more employees of various companies in the country staged rallies, demanding repayment of debts on wages.

For salary debts not to continue to grow, we need to do their repayment priority for any Russian employer. Only after full payment of salaries of management of a company can make other required payments - to pay taxes, to make insurance premiums and contributions to non-budget social funds. Such a proposal addressed to Russian President Vladimir Putin, Mikhail Shmakov, - the head of the Federation of Independent Trade Unions, wrote RBC.

In the current edition of the Civil Code the order of wages and taxes (fees) equalized, but in reality, employers are more concerned with the Government, not the workers.

"In fact, taxes and dues are unconditionally deducted by tax authorities in the first place", - confirmed the deputy speaker of the Duma, Andrei Isayev.

The proposal to prioritize the payment of wage arrears arose from the fact that in Russia in recent months, rallies and protests had intensified: Russians organizing them complains about the lack of money and requires employers to put out the many months of salary debts.

The current situation is reminiscent of the crisis 1990s, pointed scientific director of the Institute of Economics Academy of Sciences Ruslan Grinberg: Then the delay of salaries took place on 66 thousand enterprises and sometimes lasted up to nine months. At the same time, the present salary crisis cannot be called a systemic.

According to Rosstat data at the beginning of August this year, the total amount of arrears of salary reached 3.67 billion rubles. - Is less than 1% of the monthly salary fund of Russian workers. Enterprises need the money to pay 73 thousand employees, and one-third debt (. 1.1 billion rubles) has accumulated in 2015, 14% (0.5 billion rubles.) - In 2014. A quarter of the total debt accounts for the company, which are on the verge of bankruptcy.

Almost all the debt (99.6%) are due to the fact that organizations have no own resources. Most managers have their employees manufacturing, enterprises in the sphere of mining operations, as well as construction and transport companies. The biggest debts to the workers have the organizations located in the Primorsky Territory, the Irkutsk region, Moscow, Khabarovsk and Moscow region.

"Rosstat Data cover only the medium and large enterprises. But the bulk of the debt - to those who are engaged in small businesses and individual entrepreneurs. This sector has not been investigated by anyone for debt ", - commented on the information of Rosstat Anna Lukyanova - Senior Research Fellow, Center for Labor Research School of Economics.

According to her, the real debt amount can be so much more. In addition, the company at its discretion, inform or not to inform the authorities about the presence of debts to workers. This allows you to hide some of the data. Whatever it was, the expert summed up the problem of non-payment of wages in Russia is not worth badly, or even the official statistics would be more depressing.
