"Overdrive of the digital economy: opportunities and risks"

The President of the Russian Federation in his address to the Federal Assembly of the Russian Federation from 01 December 2016 has identified the digital economy as the economy of the new technological generation. On the Board of Trustees of MSU named after M. V. Lomonosov on January 25, 2017 with the participation of the President of the Russian Federation the rector of MSU V. A. Sadovnichiy has positioned the use of information technologies and digital economy development in Russia as a response to the global challenges of the fourth industrial-technological revolution. At the world economic forum in Davos in 2016-2017 and the G-20 Summit in Hangzhou, the digital economy was represented as the driver of economic growth. The Chinese President XI Jinping in Davos-2017 announced the creation of a continental infrastructure platform.

… The digital economy is a major factor in the economy of the Dawn, laid down in the Strategy 2025, requiring an understanding of its possibilities in the context of creative development and risks for men and humanity as a whole, as well as practical development of mechanisms and the creation of digital platforms, digital valleys and the digital space.

The five main issues to be discussed:

- Understanding the digital economy: opportunities and risks, further virtualization of the economy and the digital divide. Overdrive of the digital economy: from mass use of broadband Internet and the "cloud" to universal digital platforms.

– Consumers (customers) – households, a complex network of contracts and firms. A state is as the main facilitator in the economy and a virtual jurisdiction.

– The Internet of things (IoT) " The Internet of everything" and the interaction between machines without human intervention.

-The technology of the digital economy as a factor of production: 3D printing, BIM- technology, life-cycle management (PLM) technology based on decentralized BlockChain Protocol, Big Data, artificial intelligence (cognitive computing), OpenSourse Hardware, Open Stack, etc. Systems "Smart house" and "Smart city".

- State project management and planning in the digital economy (State plan 2.0). The establishment of the national platform of the digital economy in Russia and interfacing with the international projects.

– Establishment of the platform for scientific, technological and industrial development of Russia: scientific-technological (digital) valley, corporate networking Academy and network distributed University for the digital economy. The formation and development of the digital space of the Eurasian economic Union till 2025.
