The principles that should underpin the state policy for achieving sustainable development, overcoming economic stagnation and social injustice became an important topic for discussion of the experts of the Moscow Economic Forum held on March 30 and 31 in the Shuvalov Housing of the Moscow State University. At the round table "Freedom. Justice. Solidarity. Development " an alternative development model based on social responsibility, which is necessary to carefully approach the terms of the social contract between the government and society was presented.

The moderators of the roundtable were Professor Mikhail Vojeikov, Head of the Sector of Political Economy of the Institute of Economics of the Russian Academy of Sciences and Advisor to the Head of the fraction of the political party "Fair Russia" in the State Duma of the Russian Federation, Deputy Chairman of the Expert Council of the faction Natalia Malysheva.

"We have several myths that guarantee our self-liquidation," said Zainin Valentin Petrovich, laureate of the USSR State Prize. The first myth Zanin called the need to improve the competitiveness of our industry while reducing the ruble. The next myth is that the budget revenues are increasing. "We need to increase the commodity content of the country's domestic market," the expert believes. To increase the amount of resources and work in the country, as well as to level the situation, it is necessary to prohibit the Central Bank from buying currency more than purchasing power parity. "The main issue is to stop the release of the most useful product made from Russia," the speaker concluded.

Vyacheslav Nikolayevich Bobkov, Doctor of Economics, Professor, Honored Worker of Science of the Russian Federation, General Director of OJSC "All-Russian Center for Living Standards", in his speech touched upon the theme of socio-economic inequality. The expert is convinced that it serves as a source of high social tension in modern Russia and impedes the economic and demographic growth of the country. According to Bobkov, the political system is thriving with the manipulation of public consciousness, and the oligarchs and the nomenclature are flourishing in the economic system. WHO is deliberately pursuing a policy of curbing the growth of social consciousness. The expert sees the solution of the problem in enlightenment and change of leaders. "Two parallel processes, if managed to manage them, it is possible to change the situation for the better by reforming. If these processes can not be managed, then spontaneous forms and other forms of economic, political, and social change will prevail, "concluded Bobkov.

Dr. Emil Nikolayevich Rudyk, professor at the State University "Dubna", spoke about social enterprises as an obligatory component of alternative development strategies of Russia. According to the expert, it is necessary first of all to self-define the notion of a social enterprise. Then, to create social enterprises in various spheres of life, as close as possible to the employee with the interests of the organization, to introduce a fork of payment. "Hope in the market, so that we have become holier than the Pope in this matter, will not lead to the good. It should be limited, the whole sphere, education, health care should be outside the sphere of the market - this is a public good, "- summed up Rudyk.

Kolesnikova Galina Ivanovna, Doctor of Philosophy, Professor, Taganrog Institute of Economic Management spoke about Russia's social policy and the concept of personal development in the 21st century. "Without a person there is no future for the country," Kolesnikova is sure. According to the expert, in the modern Russian society the idea of ​​a harmonious person should be revived. For this, there must be a systematic approach aimed at creating favorable conditions for the development of the individual, taking into account intellectual, aesthetic, and actual factors. Further, the speaker notes that it is required to create a national idea uniting the unity of the state system, the unity of faith and ideology and the people. Also, Kolesnikova is sure, science, education, healthcare and culture should be returned to full state support: "These are the three whales on which any state stands, in principle cannot be profitable, especially as services. Since, firstly, this is a long-term investment, secondly, it is the basis of national security ".

Aristova Marina Vladimirovna, candidate of technical sciences in the field of information technology and doctor of philosophical sciences, devoted her speech to the notion of freedom in a post-industrial society. For this purpose, the speaker considered two aspects: The Internet and biomedical technologies. According to the expert, they make us not free. "When we are talking about such threats to our security, we do not want to notice that we cannot be sure that this security is endangered not only by subjects that are biologically similar to us, but also subjects that can be called a post human, post humanity," to such a Conclusion came Marina Vladimirovna Aristova.

Abramovich Alexander Borisovich, a representative of the Communist Party of Russia, shared his opinion on possible changes in the system in the interest of the public good. The expert is sure that the only sure way will be holding a referendum.

The social responsibility was described by Professor of the Department of Economics and Management of the Voronezh State University, Nikitina Larisa Mikhailovna. According to her, social responsibility is responsibility for business activities and its consequences. In her report, the expert described who should be responsible for this responsibility and how it should be reflected in practice.

The participants of the roundtable came to a common opinion that the scientific community should offer its ideas, which could be submitted to the State Duma for consideration. Experts concluded that in order to solve the problem, an integrated approach is needed that covers all areas: social, economic and political.
