№12. Conference "Strategies for Forming the Economics of Knowledge and Innovation in Russia"

On March 30, within the framework of the 5th Moscow Economic Forum, the conference "Strategies for Forming the Economics of Knowledge and Innovation in Russia" was held. The moderator was the senior lecturer of the Department of Economics of Innovative Development of Moscow State University Alexander Voronov. Participants in the discussion spoke about the basics of the development of the knowledge economy, dividing the issues into three parts for discussion. The first direction was devoted to the discussion of issues of socio-humanitarian education as the basis for the development of the knowledge economy, the second - to improving the state policy in the field of education and the formation of a national innovation system, and the third - to identify the role of centers for the commercialization of technologies in the innovative development of the domestic economy.

In the opinion of the MEF speakers, in Russia it is necessary to form a modern system of social and humanitarian education, to improve the social science education in the general education system in order to introduce innovations in the sphere of education for the modernization of the real sector of the economy. As noted by the head of the Department of Economics of Innovation Development of the Moscow State University Marianna Kudina, now prevails the view that it is necessary to take money from banks and urgently invest them in industry. But the question arises - who will do it? Without changing the approaches to education, the professor believes, it is impossible to achieve the result. It is necessary to establish a relationship between universities, business and the state.

"I believe in our Russian personnel, in our potential, and in our capabilities. But I would like the state not to interfere with those people who are doing their job, "- such an appeal was made by Doctor of Economic Sciences Vladimir Kruglov. In the United States, the scientist cited data, labor productivity is 3.6 times higher. But if you take into account the return on investment, the picture becomes completely different, as many areas in Russia, including innovative science, are not properly motivated. The state, Kruglov stressed, should stimulate, rather than exercise global control over education, applying unadapted European schemes to Russian reality.

"Our higher education system has become an area of continuous experiment. Here as in verse: "The revolution has a beginning, there is no end to the revolution". But all the same for productive development it is necessary to remember that evolution gives a lot, and the revolution allows to grind everything to the ground", - concluded the speaker of the MEF.

Marina Kovalchikova, head of the marketing department for Russia and Eastern Europe of the innovation holding "Technologist", described the experience of using innovative technologies in business. According to her, the main thing for the development of innovative technologies is a change in the attitude of society towards innovative technologies. If businessmen, financiers are the most respected people, nothing will change, no matter how many billions they invest, the expert believes.

Until the main income in Russia is eaten by national property and a national dividend, no one needs science, says the head of the laboratory of the Institute of Control Sciences of the Russian Academy of Sciences Kemer Norkin. Drivers for the development of science, according to the scientist, should be the transition to an effective work system.

"If we move to a state where people will make money only by adding value, and if in Russia the production of added value per worker reaches 50%, then we will get 3 trillion dollars of annual growth of the national dividend. As soon as the only source of private income will be the exploitation of effective human labor, the demand for science will immediately begin, "Norkin stressed.

The main thing for sustainable development of the economy is the formation of professional entrepreneurial, managerial and innovative competencies and culture, says Andrei Ilyin, associate professor of the department of economic property management of the Russian Economic University named after Plekhanov. He said that the commercialization of business is important, first of all, the constant generation of business ideas. It is this competence that must be paid attention when teaching students.

"Today we have a situation, including in economic entities, at the meso-level, the macro level, when there should not be a position" waiting. " We cannot wait, and like the car "Formula 1" should strive to develop all our competencies,” said Ilyin.

The participants came to the conclusion that the change in the innovative orientation of Russia's strategic development under the influence of information technologies, the use of technologies as a basis for de-bureaucratization of managerial processes, the formation of a synergistic effect through the use of intellectual resources will create an effective national innovation system.
