№24. Round table “Expert support of the state economic policy: challenges and problems”

The Moscow Economic Forum was a platform for discussing the expert potential in Russia. Representatives of the Public Chamber of the Russian Federation and the association «Opora Russia», as well as federal and regional authorities attended the discussion.

The moderators of the event were the head of the department of political analysis of the Moscow State University. M.V. Lomonosov Alexander Solovyov and the chairman of the All-Russian public organization "Russian administrative community of participants of the Presidential program for management training - RUS", Tatyana Zhuravleva. She explained the main goal of the section: "Our task with you at the very end is to prepare a resolution. It will be sent to the Expert Council under the Government of the Russian Federation ".

The participants of the round table raised the topic of contemporary economic and political challenges, what tasks they set for civil servants and society. We discussed the changes that should be made to improve the effectiveness of interaction and the problems of the expert community when interacting with public authorities. Much attention was paid to the round table on issues of public representation and competence of experts.

The most successful forms of communication between the authorities and the expert community were identified, according to the speakers. For example, profile conferences and forums, the advantage of which is obvious: this is the free creative nature of communications, a free exchange of views. In addition, project-analytical sessions, where various proposals are being made to improve one or another expert area, including management. Ivan Belanov, representative of the World Skills Union, I am sure, the second form today has a clear advantage, as it "turns off" experts from the usual environment. "The limitation is that it's very difficult to hold a good session, project-analytical. We need a team of specialized moderators, people who have a high level of competence. And if there is not such a team, then the quality level of the formulated proposals will be very low, and huge money will be spent on nothing ".

The speakers spoke about the importance of creating an expert council under federal authorities. "It is important that people who have a specific expert position take part in it. They should not only be leaders of public opinion, "- sounded at the round table.

In addition, it was noted that the expert community could become an institution that produces new ideas, offers projects, non-standard solutions. This need now arises at the level of federal executive bodies interested in breakthrough solutions, which really think in proposing new initiatives, and then try to implement them at the federal level or down to the regions. Dmitry Solonnikov, representing the Institute of Contemporary State Development, noted that, at the level of the constituent entities, the young leaders are primarily seeking advice from the expert council. "Of course, sometimes a new young leader comes, he needs to show his activity, initiative, then he tries to communicate with the expert community, then there can be contact and separate expert sessions." However, the speaker added, most often there is a situation when managers start to think about why they need interaction with the expert community.

At the end of the round table, the participants concluded that if the state succeeds in forming young people who are engaged in their favorite business, they earn by what, in fact, is close within, it will receive a responsible business. Accordingly, the payment of taxes, the desire to conduct a dialogue.
