The Moscow Economic Forum has become a unique platform where representatives of different economic schools, different economic views, and different political views gathered. Participants of the round table "MEF as unifier: old political opponents seek agreement in the face of common threats" tried to hear each other and find common ground. The moderators of the round table were the statesman, former parliamentarian, the head of the presidential control department, the deputy chairman of the Accounts Chamber of the Russian Federation Yury Boldyrev, the deputy chairman of the Communist Party of the Russian Federation Dmitry Novikov, the chairman of the Great Russia party Andrei Savelyev and the coordinator of the PDS PDP Vladimir Filin.

Most of the participants in the MEF agree that the policy pursued by the Russian government does not help to overcome the accumulated problems, said Dmitry Novikov. In this situation, it is necessary to unite forces that can offer their own development program for Russia. Moderators presented the proposals coordinated by representatives of various political forces.

"Instead of the current policy of continuing the delivery of the domestic market to transnational corporations not interested in our industrial and technological development, we offer full protection of the domestic market and its producer. To do this, we need a decisive break with the WTO, strategic planning, maintaining long-term programs to protect the domestic market in the main priority sectors of the economy, "Yury Boldyrev.

The central bank should become a body of state power working in the interests of national economic development, controlled by the society and parliament, with a clear goal setting to ensure the development of real production, which now is not in the tasks of the Central Bank. The participants of the round table expressed the statement that it is necessary to conduct a money issue to ensure expanded production and replenishment of current assets of enterprises in the real sector of the economy. However, in the opinion of Oksana Dmitrieva, member of the Budget and Finance Committee of the Legislative Assembly of St. Petersburg, the role of money issue is largely exaggerated.

"It is a profound misconception that the main money received by the banking system comes from the Central Bank, from money issue. This is less than 10% of the funds that the banking system receives, and at the most expensive rate. All the rest is cheap money. Out of 50 trillion of raised funds from 3 to 5 trillion is CB. Moreover, all the rest is cheap money of the population and enterprises, "Dmitrieva said.

In addition, according to the speakers of the MEF, a direct legislative ban is required for the Central Bank to buy currency at a price higher than the purchasing power parity, the rejection of the budget rule as a tool for withdrawing the resource of the national economy.

"The current banking system is a tool for extracting resources from the real sector of the economy and taking them abroad. We need infrastructure of the real sector of the economy with a standardized profitability, guaranteeing payments and safety of the company's current assets, "Boldyrev stressed.

In the tax policy, it is necessary to reduce taxes on production due to a more complete withdrawal of natural rent and taxation of financial speculative transactions. Taxation on income from labor should be lower than the taxation on capital.

To build not a parasitic, but a social economy called Vladimir Filin. Instead of the current continuation of unjustified privatization, he said, it is necessary to completely remove natural rent in the state's income and national control over strategic assets. Natural monopolies - gas, electricity, housing and communal services - should be regulated by the state. In addition, managers of large companies should have not billions in incomes, but ordinary salaries of civil servants.

To overcome the shameful status of the raw colony, the round table participants proposed a systematic increase in the export duty in order to withdraw natural rent and restrict exports of unprocessed raw materials, stimulate the maximum processing of raw materials in the territory of the Russian Federation.

In the consumer sphere, it is proposed to return to the GOST system for food and severe criminal responsibility for the falsification of food and medicine.

Speaking about the sensational system "Plato", Filin stressed that a complete ban on private services in the collection of taxes and mandatory fees from citizens and legal entities is necessary. And also a ban, including at the constitutional level, on forcing citizens and legal entities to join in order to exercise their rights in any relations with entities other than state authorities and local self-government.

It is necessary to ensure freedom of labor migration across the country, to maximum promote the equal distribution of production and the resettlement of citizens.
