№38. Round table “Development of human capital as a renewable source of competitiveness of the country”

The potential of human capital in Russia was discussed at the round table of the Moscow Economic Forum "Development of Human Capital as a Renewable Source of Competitiveness of the Country."

The experts of the section set the goal to analyze international and domestic experience of the conditions for the effective use of human capital, the impact on this process of the type of social system and the strategy for its development.

Unfortunately, the participants of the discussion noted, the real situation of Russians today does not contribute much to the development of human potential, millions of people live below the poverty line. While in Europe, the minimum wage is 1.5-2 thousand euros, in Russia it has recently grown to 7 thousand domestic rubles. "It's not that about development, only thoughts about how to survive worry about a huge number of Russians, especially from regions."
Researcher Vladimir Golubev cited disappointing statistics - according to the human capital index, Russia is on the 168th place in the world. Moreover, the only way out of the crisis may be to use the state concept of social and humanitarian capital.

As it sounded in the hall, the task is to not only accumulate and create human capital, but above all to manage it. The accumulation of human capital must be accompanied by strategic management, oriented to long-term factors.
"What are the factors on which strategic management of human capital should be built? First, this is the very model of the social system. We need to know what kind of human capital is needed by a given social system," Vasily Pugachev, Doctor of Philosophy, said during a discussion.

Shortsighted state policy, sounded from the speakers, led to the fact that today the personnel market is oversaturated with "prestigious" humanitarian professions, while a huge deficit appeared in ordinary workers. Over half of university graduates work not in their specialty. This generates low labor productivity, since specialists are not prepared, working in a different place. This encourages the migration of the most valuable young cadres to the West, sounded in the hall. Finally, this creates an inflated level of expectations and claims that are not backed by the country's capabilities. From here, people are engaged in all sorts of fraud, unsatisfied growing needs lead to antisocial behavior.

The key factors, experts said, on which the development of the system of secondary vocational education is impossible, is considered a meager material, technical and financial base.
