A meeting of the Expert Council on Legislative Provision of Agricultural, Food and Road-Building Machinery under the State Duma Committee on Economic Policy, Industry, Innovative Development and Entrepreneurship was held.

The main topics of discussion were improving the safety of agricultural and road construction equipment produced in the Russian Federation and the Strategy for the Development of Food Machinery in Russia until 2030. Among the participants of the event are the deputies of the State Duma of Russia, the leadership of the Association Rosspetsmash, factories of specialized machine building, representatives of the Ministry of Industry and Trade of Russia, the Commission for the Strategy for the Development of Agricultural Machinery of the Union of Machine Builders of Russia, the leadership of the Federal Agency for Technical Regulation and Metrology.

Speaking about measures to improve the safety of agricultural and road construction equipment produced in Russia, deputy head of Rosstandart, Alexei Kuleshov, noted that it is necessary to protect the domestic market from counterfeit products.

"Unfortunately, certificates in Russia are often objects of purchase and sale, not an exception situation in the market of specialized equipment. The maximum amount of a fine that may be imposed by Rosstandart is 300 thousand rubles. Even this amount is difficult to scare unscrupulous companies. The situation can radically change the proposed scheme. It consists in the fact that the Federal Service for Accreditation accredits the certification body and the laboratory where the products are tested. And Rosstandart will approve their decision, "Alexei Kuleshov said.
He expressed hope for further fruitful cooperation with the Rosspetsmash Association, which will make it possible to translate the proposed solution into reality.

First Deputy Chairman of the State Duma Committee on Economic Policy, Industry, Innovative Development and Entrepreneurship Vladimir Gutenev said that it is necessary to take measures to protect the domestic market from counterfeit products. Legislators are ready to provide all necessary support to machine builders and Rosstandart, including in the direction of interaction with law enforcement agencies.

Yevgeny Korcheva, Director of the Department of Agricultural, Food and Road-Building Machinery Industry of the Ministry of Industry and Trade of the Russian Federation, presented the draft strategy for the development of food machine building in Russia until 2030: "The document has been developed; the coordination process is under way in the relevant ministries. Given the relatively large share of imports in the domestic market, the Russian producers have a big front of work. The main drivers of the industry development will be the significant growth of the world and Russian market of equipment for the food and processing industry ".

The main tasks for the industry by 2030 will be to increase the share of Russian plants in the domestic market to 62%, and export supplies - 3.7 times to the level of 2016. The Ministry of Industry and Trade expects that because of the implementation of the strategy, the production of machinery and equipment for the food industry in Russia will grow by 3 times by 2030. At the same time, there will be a significant diversification of export destinations through the development of new markets, which will lead to an increase in exports outside the CIS countries, whose share by 2030 will grow to 70%.
President of the Association Rosspetsmash, co-chairman of the IEF Konstantin Babkin noted that the domestic food machine building thanks to effective measures of state support has shown steady growth in recent years: "For 10 months of 2017, Russian companies produced products worth 11.5 billion rubles, which is 6% than for the same period last year. Growth rates are more modest than in agricultural machinery, but there are great prospects for their increase. I am sure that with the support of the Ministry of Industry and Trade and the Association "Rosspetsmash" the plants will cope with the tasks set ".

At the end of the event, the deputy of the State Duma, the chairman of the Expert Council for Legislative Provision of Agricultural, Food and Road-Building Machinery Viktor Zobnev said that the holding of the meetings of the Expert Council on a permanent basis will continue in 2018: "We have created an optimal site that contributes to the further success of the agricultural , construction-road and food machinery. I propose that the meetings of the expert council be held on a regular basis. This will help to discuss the most pressing issues of the industry, develop common proposals for their development, in order to receive timely support from the Legislative Assembly. Deputies are ready to provide all possible assistance to machine builders in the field of legislation and are open to constructive dialogue".
