Import substitution policy failure: Reasons and consequences

Published: February 15th, 2018

When we start building a pig complex - we come to the plant and see that there is an import equipment and we even make cement with imported equipment. This cement is transported by imported machines. Construction is also done using imported construction equipment. Finally, the technology of keeping pigs - ventilation, feeding, drinking - we buy abroad. " Foreign purchases are not free choice, but desperation. The severity of the problem is increasing day by day.

From the same poll it follows that 69% of Russian enterprises simply can not refuse foreign goods. The necessary products in Russia are either not produced, or its quality is far from perfect. It's all about lack of investment. First of all public investment. The Industrial Development Fund for this year provides only 20 billion rubles. The government considered that this amount would be enough to give development to the real sector of the economy. Vladimir Gutenyov, First Deputy Chairman of the State Duma Committee on Economic Policy: "We understand that the tax collectors from the economic block of the government are determined how to save and fill the budget, but due to the reduction, we will not reach the pace of development that other countries have. I'm not talking about India and China, I'm talking about Europe and the United States, which are now steadily emerging at a growth rate of 3-3.5%. Therefore, the economy policy, which reduces the costs of infrastructure projects and the development of the real sector, is not the best choice.

" Last year, we managed to defend part of the budget for the production of special equipment program. The result was not long in coming. In 2017, production volumes increased by 27%, which, in turn, affected tax revenues. Vladimir Boglaev, general director of the Cherepovets Foundry and Mechanical Plant: "We all know some successes in agricultural machinery and special machine building, when a small program for 10 billion rubles caused a multiple increase in output." Each ruble invested by the Ministry of Industry with blood snatched from the Ministry of Finance came back as taxes at a rate of 2 rubles.

The damage caused by the economic policy of the Ministry of Finance, the Ministry of Economy and the National Bank is not compensated by the crumbs that are allocated to the Ministry of Industry and Trade so that it can at least act on the same level as the speed with which these agencies inflict damage." Damage has already exceeded the speed of sound. Moreover, the speed of sound means the victorious reports of all the same officials of the government liberal ship. It is said that not today, but tomorrow the treasured growth of the economy will be equal to 3%.

Experts say that all these statements are nothing more than a shaking of the air. Andrey Bunich, President of the Russian Union of Entrepreneurs and Tenants: "Our financial system does not ensure development, it does not work for the development of the real sector, nor for meeting the needs of society, nor for raising the standard of living. Without its restructuring, demonopolization - that is, without creating a new results-oriented system, we will not achieve anything. I'm sure they don't have a strategy what to do in six months or a year when the money on the suction they use is exhausted" Just as a mockery sounds a fresh idea of government officials who are seriously discussing the idea of creating a universal brand called Made in Russia. According to the idea, it will unite domestic goods and help not to get lost both on the Russian and foreign markets. Representatives of the industry are sure that all this is only pathos behind which the global production problem lies.

Dmitri Myasnikov, Director of the IPC "Romcor": "Marking" Made in Russia "on today's food does not mean that at all. What I mean? To a greater extent we are engaged in assembling food products from imported components. I explain: we do not have technology, we do not have an industry that would give us the means of production. We buy absolutely all equipment abroad. We buy almost all the packaging abroad, we buy all the components. Most of the food products on which it is written "Made in Russia" are those foods that are packed here. No more, no less". As a result of the government's flawed policy is a vicious circle. Buying imported equipment, domestic enterprises are forced to transfer to raw materials adequate for imported equipment, which are not produced in our country.

Foreign manufacturers do not miss the opportunity to tie in a Russian buyer. Good do not disdain dumping, and also offer complex packages of goods and services. It turns out that the income received from the extraction and sale of raw materials, we have to spend abroad to buy even the usual slippers.
