Konstantin Babkin — founder of the Moscow Economic Forum

Konstantin Anatolievich Babkin was born in 1971 in Miass, Chelyabinsk region. He was educated as a physics engineer. In 1994 he graduated from the Moscow Institute of Physics and Technology (specialty "Applied Mathematics and Physics").

Throughout his work activity is closely connected with agricultural machinery. Already in his student years, together with his friends and now business partners (Yuri Ryazanov and Dmitry Udras), in 1992, organized the CJSC "Production Association Commonwealth" (in 2000 it was renamed the group of companies "New Commonwealth"). The company unites 20 successful enterprises (production of agricultural machinery and varnish-and-paint products) located in the Rostov region, Moscow, Kazakhstan, Ukraine, Canada and the USA. The key asset of the holding is Rostselmash, the leader of the Russian and world agricultural machinery market.
Konstantin Babkin actively promotes the modernization of the Russian economy by linking it with the tasks of state policy. He is sure that for Russia's independent development it is necessary to develop non-primary branches of the economy - machine and instrument making, shipbuilding and aircraft building, agriculture and other important sectors.
His views on the development of the Russian economy and industry, he outlined in the book "Reasonable Industrial Policy", published in 2008. The hand-written copy was personally presented by the author to the President of Russia V.V. Putin.
In 2012, Babkin presented his new work to the general public - the Roadmap for the Development of Agriculture until 2020. This is a program document that clearly defines the main directions for the development of Russian agriculture. The work received wide public support, including agricultural producers, heads of regional agricultural departments, scientists-agrarians of RAS.
Since 2004, K. Babkin is the President of the Russian Association of Specialized Equipment Manufacturers "Rosspetsmash". The largest in the country non-profit organization, Rossportzmash Association includes 182 enterprises, among which are agricultural and construction-road machinery manufacturers, food equipment, components, trailers and semi-trailers.

Under the leadership and direct participation of K. A. Babkin, the Plan of Measures for the Development of Agricultural Machinery for 2006-2008, approved by the RF Government, was prepared.

The following were developed: Anti-crisis program to support the industry; new Order of granting state guarantees for the provision of state support for industrial exports; a bill on amending the tax code to increase the investment benefit; Strategy for the development of agricultural machine building in Russia until 2020, subsidy program for agricultural machinery manufacturers in the framework of the Russian Government Resolution No. 1432 "On Approving the Rules for Granting Subsidies to Agricultural Machinery Manufacturers" and many other documents.

K. Babkin owns the initiative to create an agricultural machine-building cluster in the Russian regions. In his opinion, this will allow: to keep the existing industrial production, to modernize, to increase production, to increase the export of domestic products, to create new jobs and, as a result, to compete successfully with foreign companies.
In 2013, Babkin initiated the organization and holding of the Moscow Economic Forum, an international expert platform for developing strategic decisions and anti-crisis programs aimed at diversifying and developing the Russian economy.
Konstantin Babkin, Honored Mechanical Engineer, laureate of the Russian Agrarian Elite Prize, laureate of the public award For Russian Abundance and Prosperity, laureate of the Business Russia Prize. He was awarded numerous letters, including from the Plenipotentiary Representative of the President in the Southern Federal District and from the Agricultural Minister of Russia.
