To catch up with and overtake the “Group of Seven”

The participants of the International scientific conference “Perspectives and strategic priorities of the BRICS ascent” recommend to submit to the VII Summit of the BRICS offers of co-chair of the MEF Viktor Sadovnichiy about the creation of the Scientific Advisory Board of the BRICS and the Association of universities in the BRICS.

The BRICS (Brazil, Russia, India, China, South Africa) has long been spoken of as a group of countries, which the global development in the twenty-first century will largely depend from. During the International scientific conference “Perspectives and strategic priorities of the BRICS ascent” that was held on 17 December, one of the major organizers of which was the Faculty of global processes of the MSU, this opinion was not only expressed, but also scientifically justified.

International scientific conference “Perspectives and strategic priorities of the BRICS ascent” took place on 17 December at the Fundamental library of the MSU.

The conference was dedicated to the presentation of the same name report of the Russian scientists, edited by academicians V.A. Sadovnichiy, A.A. Akayev and professor Yu.V. Yakovets. According to the conclusions made in the report, BRICS is association of new generation, which lays the foundations of integral, humanistically-noospheric civilization. The authors show that in the beginning of the XXI century a radical turn took place that has changed trends prevalent in the late XX century. Today it is the BRICS who shows rapid economic, technological, sociocultural development, increases its geopolitical influence. At the same time, the “Group of Seven” countries suffer from accelerated decline in economic growth and gross capital formation, invention, innovation and investment activity.

Under proposed in the report calculations made on the basis of a number of mathematical models, the total power of the BRICS countries will continue to grow and soon, under a number of conditions, will exceed the potential of the “Group of Seven”.

But the report was not limited to the identification of trends in happening and upcoming global changes, but proposed a system of strategic priorities of development and partnership of the BRICS countries in transition to integrated sources of economic growth based on innovative and technological breakthrough, development of trade-economic, financial-currency and humanitarian cooperation. The authors especially noted the need to institutionalize the BRICS to converse this association in a full intercivilizational platform with its mechanisms of implementation of the overall strategy, programs and projects.

Academician S.Yu. Glaziev told about the prospects of the BRICS from the point of view of global technological transition to the 6th technological lifestyle. He highlighted the need for joint strategic initiatives and large-scale projects in the BRICS countries. Considerable attention was devoted to the discussion of the development of international contacts in the business community.

The participants of the conference discussed and adopted a resolution of the conference, in the project of which it is emphasized that in modern rapidly changing world, the development and successful implementation of a long-term strategy is impossible without relying on modern science and education. In this regard, the participants of the conference recommend to submit to the VII Summit of the BRICS proposals of the rector of Moscow State University academician Viktor Sadovnichiy about the creation of the Scientific Advisory Board of the BRICS and the Association of Universities in the BRICS, as well as general scientific-educational center based on a network of leading research groups and universities in the BRICS countries.

The report was presented by a group of scientists headed by the rector of Moscow State University Viktor Sadovnichiy.

A youth session of the conference was held simultaneously with the plenary session on the first floor of the Library.

This conference was conceived as a presentation of the report before the plenipotentiary representatives of the BRICS countries and other successfully developing countries. In addition to the organizers and the authors of the report the conference was attended by Ambassadors and representatives of diplomatic missions of China, India, Brazil, South Africa, a number of developing countries, called in the report “rising” countries: Iran, Turkey, Kazakhstan, Indonesia, Vietnam. The report will be presented to the leaders of the BRICS countries in July 2015 on VII Summit of BRICS in Ufa.

In the draft resolution of the conference, which will be finalized the next week, it is also noted that the participants of the conference endorse the proposal to hold in preparation for the VIII Summit of the BRICS (2016) a scientific Congress of the BRICS, aimed at strengthening scientific potential and partnership development of BRICS countries in science, inventions, and high technologies. The conference resolution and the report will be sent to the leaders of the BRICS countries, as well as to the key state bodies of the Russian Federation.

Currently, the BRICS countries occupy 26 % of the Earth territory, 43 % of the world’s population (about 3 billion people) and more than 18 % of global GDP.
